[There are things that people can express in a variety of ways - feels through actions have always been stronger than words, and that's what Rogers has decided to stick to, as long as he can remember. Whether it's making the sacrifice without a second thought or just drawing out what he can see, he's had his fair share to see that words can't ever quite catch feelings as best as actions do. So that might be why he doesn't say anything, doesn't interrupt because he's looking for something in the steps, the twists and movements - and he can almost see it, whatever it is.
